SF-30_A001 – Solicitation Amendment Notice for Cancellation of Solicitation No. 191N6519Q0070 to Provide Lodging and Conference Space Facility to American Embassy, New Delhi

Solicitation for Supply of Chemicals & Providing Professional Services for HVAC Water Treatment to U.S. Embassy, New Delhi, India

The Embassy of the United States in India invites offerors to participate in the solicitation process for supply of chemicals & providing professional services for HVAC water treatment to Chancery, Annex, American center Enclave plant buildings located at the U.S.  Embassy, New Delhi, India in accordance with the scope of work.  The Contractor shall furnish all the information required as in the Solicitation.   All responsible sources may submit an offer, which shall be considered.  The Request for Quotations (RFQ) has been launched and can be downloaded here. The Embassy intends to conduct a site visit on May 1, 2019 in following order:

  • 11:00 hours – Gate-7, American Embassy, Nyaya Marg, New Delhi, India.
  • 13:30 hours – American Center, 24 KG Marg, New Delhi, India.

Prospective offerors who desire to participate in the site visit should send their interest at vedij@state.gov  no later than 1700 hrs on or before April 29, 2019 for arranging entry of their participants into the building.  No substitutions will be permitted later.  Complete names and contact numbers of the individuals participating in the site visit should be provided, and the participants must carry a valid ID proof like driving license or passport or voter ID card during the site visit.

Offeror registered with GST authority should submit a copy of GST tax registration certificate along with the offer.  This is a mandatory requirement for evaluation purpose.  Acceptability will be determined by assessing the offeror’s compliance with the terms of the solicitation. The Government will determine contractor responsibility by analyzing whether the apparent successful offeror complies with the requirements of FAR 9.1.
  2. In order to enable the U.S. Government to claim GST refunds, the offeror shall indicate GST separately. If GST is indicated separately, the contractor shall furnish tax invoices in accordance with New Delhi GST regulations.
  3. GST registered vendors must print the Embassy’s UID 0717USA00138UNS on their invoice otherwise their invoice shall be rejected by the Embassy.
  4. Supply within 60 days.
  5. The Embassy reserves the right to reject any or all offers and to delete any portion/or items of the solicitation. Your offer should be valid for at least 90 days from the submission date.  Once the Purchase Order is awarded, the prices shall hold good till the work is completed.

Solicitation for the Pickup off Scrap Material, of the United States Embassy, New Delhi


Description of services required:
The U.S. Embassy New Delhi, India requires the services of a proprietor who will pick up scrap materials from the U.S. Embassy New Delhi Premises as described in Statement of Work below: 

  1. VENUE: The lots, for pick up can be prepared at any of the U.S. EMBASSY premises (such as but not limited to; The U.S. EMBASSY NEW DELHI, AMERICAN CENTER, 24 KASTURBA GANDHI MARG NEW DELHI) and Okhla Industrial area Embassy’s Warehouse.
  1. Response Time: the winning bidder will be responsible to provide services, on an immediate call basis. The U.S. EMBASSY is expecting the removal of material within 24 hours after notice. 
  1. Nature of Materials: Bidders will be responsible for removing scrap materials. Scrap materials will include but not limited to glass, plastic, metal, wooden pallets, wires, cables and miscellaneous building maintenance items. 
  1. PAYMENTS: Payments will only be received through either as Demand Draft in favor of the U.S. Embassy New Delhi or thru EFT (Electronic Fund Transfer) 
  1. GST/TAXES: Any taxes due on sold items are for the account of the buyer. The buyer will be liable to pay the taxes, as per the government of India tax department’s guidance, through U.S. Embassy’s Auction Service Provider. 
  1. Pre-Award Conference: The pre- award conference and site visit will be done on Friday April 26th 2019 at 10:00 AM. Participants must pre-register for access and submit their name(s) to Mr. Nitish Sharma at SharmaN1@state.gov by Sunday April 21st 2019, 12:00 AM. The lots will be shown as a sample but we intend to sell them as an auction.
  2. Agreement: U.S. Embassy may have an agreement with 3 or more bidders for a year term contract for the services. 

Cancellation: In the event of refusal or cancellation of the pick-up by the winning bidder, the second bidder will automatically get the chance to collect the materials and so on. The refusing bidder will have to wait for the next auction. After 2 or more continuous refusals, the bidder will be black listed for the further scrap auctions
