The Embassy intends to conduct a site visit (see J – C., 52.236-27).  All prospective offerors who have received a solicitation package are invited to attend.  The site visit will be held at U.S.Embassy, ATO building, GATE ‘C’, New Delhi, India on June 22, 2022 at 1100 hours.

Prospective offerors who desire to participate in the site visit should sent their interest at vedij@state.gov , no later than 1000 hrs on or before June 17, 2022 for arranging entry of their participants into the building.  No substitutions will be permitted later.  Complete names and designations of the individuals participating in the site visit should be provided, and the participants must carry a valid ID proof like driving license or passport or voter ID card during the site visit.

4.1.   This will be a firm fixed price type of contract. The prices listed above shall include all expenses such as labor, materials, overhead, profit, insurance, and transportation necessary to deliver the required items to the U.S. Embassy New Delhi, India. No additional sums will be payable on account of any escalation in the cost of materials, equipment or labor, or because of the contractor’s failure to properly estimate or accurately predict the prices or difficulty of achieving the results required by this purchase order. Nor will the purchase order price be adjusted on account of fluctuations in the currency exchange rates.

4.2.   The U.S. Government intends to award contract to the responsible company submitting an acceptable quotation at the lowest price. We intend to award based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

4.3.   PAYMENT: The payment to the Contractor shall be made through EFT within 30 days of confirmation of receipt of  satisfactory material and services at Embassy and submission of proper invoice to Financial Management Office (FMO) electronically at email id: MissionIndiaPayments@state.gov

  1. Evaluation Factors:

3.1.   Award will be made to the “Lowest Price Technically Acceptable” offer. The U S Government reserves the Right to reject any offer that is unreasonably low or high.

3.2.   Record of Satisfactory Past performance based on the documents submitted as required in Para 2.

3.3.   COMPLIANCE WITH SPECIFICATIONSOfferor must provide complete specifications/descriptions of furniture showing the proposed product meets the required specifications.

  1. Terms and Conditions:

4.1.   This will be a firm fixed price type of contract. The prices listed above shall include all expenses such as labor, materials, overhead, profit, insurance, and transportation necessary to deliver the required items to the U.S. Embassy New Delhi, India. No additional sums will be payable on account of any escalation in the cost of materials, equipment or labor, or because of the contractor’s failure to properly estimate or accurately predict the prices or difficulty of achieving the results required by this purchase order. Nor will the purchase order price be adjusted on account of fluctuations in the currency exchange rates.

4.2.   The U.S. Government intends to award contract to the responsible company submitting an acceptable quotation at the lowest price. We intend to award based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

4.3.   PAYMENT: The payment to the Contractor shall be made through EFT within 30 days of confirmation of receipt of  satisfactory material and services at Embassy and submission of proper invoice to Financial Management Office (FMO) electronically at email id: MissionIndiaPayments@state.gov

4.4.   The Embassy reserves the right to reject any or all offers and to delete any portion/or items of the solicitation.  Your offer should be valid for at least 90 days from the submission date.  Once the Purchase Order is awarded, the prices shall hold good till the delivery is complete.
