The U.S. Consulate General, Mumbai invites offers for it New Consulate Compound Grass Lawn Replacement. Here you can download the Scope of Work. All responsible sources may submit an offer, which shall be considered.
The quotation must be submitted electronically (via email) no later than 1400hours local time on or before Friday, September 06th, 2019 at MumbaiProcurement@state.gov with CC to sankaranarayananr@state.gov; with the subject line “PR8564519- NCC Grass Lawn replacement”. Please do not submit your quotations via courier. Please submit signed and dated offers to the office/e- mail ID specified in this solicitation at or before the exact time specified in this solicitation.

Important Notes:
- Evaluation Criteria: Award will be made to the “lowest priced technically acceptable offer”. The U.S. Government reserves the right to reject an offer which is irresponsible based on price and to delete any portion or items of the solicitation.
- Payment terms: There’s no provision for any advance payment. Award will be issued through a US Government purchase order. Payment shall be made through EFT within 30 days from the date of receipt of a proper invoice, or services have been accepted, whichever is later. Payment is stages may be considered if requested subject to authorization by the Contracting Officer.
- Terms & Conditions: The purchase shall be bound by the FAR & DOSAR Clauses as attached. Upon request, the Contracting Officer will make their full text available. DOSAR clauses may be accessed at: http://www.statebuy.state.gov/dosar/dosartoc.htm .
- Validity of offer: Your offer should be valid for at least 60 days from the submission date. Once the Purchase Order is awarded the prices shall hold good until the order is 100% fulfilled.
- Goods and Services Tax (GST): The consulates GSTIN number is 2717USA00046UNV. Your quotation should clearly mention the breakup of the applicable GST.
- Inspection and Acceptance: The Contracting Officer’s Representative (COR) i.e. the Civil Engineer, or his/her authorized representatives, will inspect from time to time the work being performed and the supplies furnished to determine whether work is being performed in a satisfactory manner, and that all supplies are of acceptable quality and standards. The Contractor shall be responsible for any countermeasures or corrective action, within the scope of this contract, which may be required by the Contracting Officer as a result of such inspection. In case there are contradictory statements in the SOW and the General Conditions, the specifications of the SOW shall prevail.
- Deliveries or Performance: The Contractor shall be required to:
(i) commence work under this contract within 15 calendar days after the date the Contractor receives the notice to proceed (NTP),
(ii) prosecute the work diligently, and,
(iii) complete the entire work ready for operation not later than 90 calendar days after NTP. The time stated for completion shall include final cleanup of the premises.
